you're right, but I've also been looking for a off-shore hosting under $30~40 and atm, they don't exist or they exist but the power isn't good enough so it's not worth it.

I recommend nulled Vb or myBB, and i'm happy to give you hosting for it.

if coffee is offering his service, that means he knows how to use nulled vB. I recommend using his service. Also, Coffee would it be ok if I asked you where you work at (which company)?

Yeah i do know how to use and set up nulled vB and work with the backend.

phpBB is good too but MyBB is good for people who are not that good with servers and sort of stuff, if you want to use vBulletin or IPB find a nulled version, find a host located in Russia, Ukraine or Bulgaria i use santrex.net for hosting my forums they have offshore hosting servers

and you are done, last final thing forums should be kept standalone for months and months to make it active, just know this before taking a step
